This report studied the viability of Homeowners Associations (HOA's) in planned unit developments (PUD's) and condominiums (CONDO's). Because HOA's are nonprofit corporations composed of individual owners within a particular PUD or CONDO who share facilities or expenses, their survival is important because of increasing demand for these housing units. The growth process for 20 selected HOA's is described, as well as the factors which inhibit or stimulate their progress. In addition, their construction design and quality are evaluated. Overall findings indicate that the viability of the HOA's is the key to continued PUD / CONDO development success. However, HUD review processes have done little to support HOA viability since few limited reviews of the management aspects of these developments have been conducted during any of the subdivision processing stages. The most successful HOA's were those which recognized that vigorous action will attain results, that unpleasant actions must be used to collect monthly fees, and that creative action can surmount obstacles. A patriarchal resident leader, low maintenance community facilities and landscaping, and adequate fee schedules and budget processes also helped some HOA's achieve success. Recommendations include the proposal that HUD inaugurate an annual survey of all HUD - reviewed PUD and CONDO developments by Region IX. Tabular data on the 20 subdivisions studied are appended; footnotes are included.
