A Final Environmental Statement for the construction of Portland General Electric Company's proposed Pebble Springs Nuclear Plant,Units 1and 2 (Docket Nos. 50-514and 50-515,respectively),located in Gilliam County,Oregon,has been prepared by the Office of Nuclear Reactor Regulation of the Nuclear Regulatory Commission (NRC). This statement provides (1) a summary of environmental impact and adverse effects,and (2) a consideration of principal alternatives. Also included are comments of Federal agencies and other State and local organizations on the Draft Environmental Statement for these units,and staff responses to these comments. The NRC staff has concluded,based on a weighing of the environmental,economic,technical,and other benefits,against environmental costs and available alternatives,that construction permits could be granted. This is not a final licensing action. The applicant will be required to assure that adverse environmental impact from construction activities will be kept to a minimum.
