Since 2004, the Wisconsin Department of Transportation (WisDOT) has developed a number of new techniques, methods, processes and procedures for management of two types of transportation projects: megaprojects and projects funded through the American Recovery and Reinvestment Act of 2009 (ARRA). WisDOT completed a highly successful megaproject, the Marquette Interchange, in 2008 and delivered an equally successful ARRA construction program in 2009 and 2010. Many of the new processes and procedures developed and implemented for these projects were being referred to as best practices. WisDOTs senior management felt that the department would greatly benefit from a review of these new practices to evaluate their effectiveness, determine if they had benefits for future use and, if so, investigate how they could be adopted by the department. Through WisDOTs Policy Research Program, the University of Wisconsin Madison College of Engineerings Construction and Materials Support Center (CMSC) was enlisted to conduct a study of the best practices used in delivery of WisDOTs mega and ARRA projects. The study was to identify and evaluate the best practices used on these projects and develop an implementation methodology for the most effective best practices. The best practices research effort was limited to the construction phase of project delivery.
