These guidelines are to assist the states in identifying and proposing air quality maintenance areas (AQMAs). They contain criteria which the states may use in designating such areas. If the states fail to designate such areas within the timetable specified by EPA regulations,EPA will use the criteria developed in the guidelines to establish AQMAs.
