Outline for Seminar on Cold Weather Home Building

The organization, schedules, and discussion topics for a 1 - day seminar on cold weather home building are described, as research has indicated that cold weather presents serious problems for builders and that they need more information and encouragement to build during the winter season. The local, State, or regional presentation is intended for home builders, subcontractors, and building trades associations, with special efforts aimed also at attracting mortgage lenders, building code officials, and suppliers. The basic text for the seminar is HUD's Manual on All - Weather Home Building. An introductory talk by a successful winter builder is recommended, followed by addresses on these topics: problems of moving frozen earth and snow, methods of operating and maintaining construction equipment in cold weather, techniques for pouring concrete in winter, masonry work, framing, roofing, painting, and weather information available from government and commercial sources. The seminar should conclude with a round table discussion between speakers and participants. The use of audiovisual material is recommended. The report provides suggestions for publicizing the seminar and locating a sponsoring organization. Planning should start at least 90 days prior to the meeting and is primarily the responsibility of the sponsoring organization. The local sponsor should be assisted with planning and evaluation by one HUD representative or a privately contracted organization.
