Integrated Municipal Information Systems. Program and Projects of the United States of America Urban Information Systems Inter-Agency Committee

Innovations in the research and development of integrated municipal information systems (IMIS) are discussed in this case study done for the Organization for Economic Cooperation and Development Directorate for Scientific Affairs. Also described are IMIS concepts, the program of the urban information systems Inter - Agency Committee (USAC), six city IMIS development projects, and the results of a 45 - day evaluation study. IMIS innovations cover four subsystems or sectors: public finance, public safety, physical and economic development, and human resources development. Innovative research and development features of USAC - IMIS projects include work on optimal transferability of prototype IMIS products, standards for identifying and classifying data, and research on and solutions to problems of data privacy, confidentiality, and access control. An evaluation study of selected program aspects and IMIS systems in Charlotte, N.C., and Long Beach, Calif., concluded that the system development was economically feasible and that most of the concepts and techniques could be transferred to other cities and counties with potential savings in development costs. The study recommended, however, that long - term 2 - year contracts for cities, development of selected subsystems, a Federal transfer program, and a strengthening of the lead agency role and staff of HUD in the USAC program would improve the IMIS program. State and Federal distribution of services was also considered important.
