This report evaluates the impact of proposed Senate,House,and EPA regulations regarding significant deterioration of air quality on the electric utility industry. The following issues are evaluated:aggregate impact of significant deterioration requirements on new coal-fired power plants;implications of Class I area designations;impact of alternative Class II increments;implications of stack height limitations;and minimum degree of emission control.
