Adoption services, foster care services, day care, homemaker services, counselling, and protection against abuse and neglect of children and adults are among the services embraced in these reports. Title XX of the Social Security Act--Social Services Programs for Individuals and Families-- requires States to engage in a public planning process so that citizens can help to decide the social services that should be available. From this process, the State produces an annual services plan as the basis upon which State and Federal funds will be spent. Along with the planning process, the States are required to report each quarter on the delivery of services. This is the third publication summarizing the States' reports.
