A Final Environmental Statement for the construction and operation of Project Management Corporation, et al.'s Clinch River Breeder Reactor Plant (Docket No. 50-537) located in Roane County, Tennessee, has been prepared by the Office of Nuclear Reactor Regulation of the Nuclear Regulatory Commission (NRC). This statement provides (1) a summary of environmental impact and adverse effects, and (2) a consideration of principal alternatives. Also included are comments of Federal agencies and other State and local organizations on the Draft Environmental Statement for this plant, and staff responses to those comments. The NRC staff has concluded, based on a weighing of the environmental, economic, technical, and other benefits, against environmental costs and available alternatives, that a construction permit could be granted. This is not a final licensing action. The applicant will be required to assure that adverse environmental impact from construction activities will be kept to a minimum.
