This is the sixth in a series of working papers which are issued to interested citizens and governmental officials so that they may actively and effectively participate in the development of Delaware's Coastal Management Program. A state's coastal zone management program must come to grips with the designation of portions of the coastal area that are of particular concern. The Federal Coastal Zone Management Act of 1972 (Public Law 92-583) requires 'an inventory and designation of areas of particular concern within the coastal zone' (Section 3056.3) and that 'the management program make provisions for procedures whereby specific areas may be designated for the purpose of preserving or restoring them for their conservation, recreational, ecological, or esthetic values'.
