These interpretive guidelines provide guidance principally to State and Federal surveyors in the determination of the degree to which intermediate care facilities for the mentally retarded (ICFs/MR) comply with Federal Standards for participation in the Medicaid program. These guidelines are also used by providers of ICF/MR services to aid them in understanding Federal regulatory expectations, and requirements for compliance.
