Proceedings of a National Multicultural Seminar on Mental Retardation Among Minority Disadvantaged Populations

The National Multicultural Seminar on mental retardation among minority disadvantaged populations was initiated in response to concern about the root causes of mental retardation especially in mild forms which tend to be more prevalent and more devastating among persons living in depressed, disrupted and impoverished environments. Research results indicated that mild retardation, not involving identifiable organic or physical cause is associated with conditions arising from the environmental, poverty, racial and ethnic discrimination and family distress. The seminar was a working conference and dealt with policy issues, their implications, and recommended models for service delivery. The form of the seminar program evolved from the work of a PCMR Task Force which dealt with the concept of environmental prevention.
