摘要

New York City's Metro Project tested the hypothesis that a combination of employment and housing counseling would help central city minorities secure suburban jobs. A city office interviewed semiskilled and unskilled applicants while three suburban locations provided housing counseling, relocation assistance, and postemployment counseling. Extensive tables give demographic data for the 2,314 applicants interviewed during the 3 - year project period. There were 1,488 minority applicants, 84 percent were under the age of 30, and 74 percent were single. Of these, 123 were placed in jobs (all minorities). The program had major problems with coordination and followup. The Bergen County, N.J., office aggressively developed 2,500 job orders but only 66 were filled due to lack of referrals from the central city office. Employers did not cooperate during followup and the suburban offices often were unable to track down employed clients. As a result followup data is available for only 34 persons. This report contains exhibits and documentation including copies of all forms used in the project, copies of the instruction manuals for project workers, statistics, charts, and project cost figures. The project cost was $557,900 for a per placement cost of $1,897.62 and a cost of $2,113.26 per suburban placement.
