This report contains a discussion of the roles played by federal agencies in regard to the Outer Continental Shelf and Coastal Zone Management programs. The report includes a summary of the historical background behind the state and federal assertions of jurisdiction over the Outer Continental Shelf, a discussion of the leasing process and the implications of exploration and development, an exploration of the Coastal Zone Management Act, a discussion of the roles played by federal agencies which are relevant to coastal zone management, and exploration of the consistency requirements found in the coastal zone statute, and an assessment of which federal agencies will play especially important roles.
