Under P.L. 94-265 the Secretary of Commerce must draft temporary rules and regulations governing foreign harvest and precious corals within the U.S. Fishery Conservation Zone until such time as the Regional Fishery Management Councils created by P.L. 94-265 develop preliminary fishery management plans and regulations.
