Goods imported into the Socialist Republic of Romania are liable to the customs taxes provided for in the Import Customs Tariff, which is approved by the Council of Ministers of the Socialist Republic of Romania. In the case of imports of goods from countries which, in their relations with the Socialist Republic of Romania, do not apply the most-favored-nation treatment in the Customs field, the Council of Ministers is empowered to increase the customs taxes provided for by the Import Customs Tariff. Increased customs taxes may also be instituted in relations with countries which introduce increases in customs taxes not previously agreed to. The Import Customs Tariff does not apply to imports of goods from countries with which trade is conducted on the basis of international agreements and protocols without the levying of customs taxes. The customs taxes are to be levied on the value of the imported goods.
