This supplement to the ''Recipients Manual'' is intended primarily for HUD Area Office staff who have been assigned responsibility for assuring that Section 3 requirements are met by recipients of HUD funds. However, field representatives from other Federal agencies may find the supplement helpful. The purposes of the supplement are (1) to generate awareness of responsibilities of Area Office staff under Section 3, which stipulates that HUD - funded construction and development projects should use local businesses and train and employ local persons, preferably economically and socially disadvantaged businesses and persons, to indicate possible problems that recipients may confront when planning and implementing Section 3 programs, and (3) to suggest various roles (within the context of technical assistance and monitoring) that Area Office staff may plan in aiding recipients. The supplement is divided into separate sections, each of which serves as an addendum to the manual's individual chapters and is keyed to the needs of Area Office staff. Many references are made to sections, pages, and tables in the ''Recipient's Manual'' that explain issues, requirements, and activities in more detail. Activities that Area Office staff may undertake when helping recipients to understand and meet their Section 3 obligations are described throughout the supplement. Many of these activities are directly applicable to technical assistance and monitoring efforts that are already in place at the recipient level. Tables are included. (Author abstract modified).
