Securing Agricultural Land for Wastewater Irrigation.

This report presents the result of a study on the methods and their impacts for securing agricultural land for a municipal wastewater irrigation system. Emphasis is on wastewater irrigation rather than wastewater disposal. Nine major methods of securing land are identified and analyzed. The methods range from purchase of the fee interest to no purchase of real property interests. Methods include the use of irrigation interests,sell-back arrangements,and lease-back arrangements. The analysis of the nine methods covers the legal authorization and potential problems,property and income tax implications,fiscal impacts,potential funding sources,institutional considerations,and economic return to the landowners. The role of special districts also is analyzed. The conclusions are that a number of alternative methods exist,the best method varies depending upon the circumstances of individual landowners and operators,and wastewater irrigation offers many advantages to both the urban and rural community.
