Testing Emerging Land Use Concepts in an Urbanizing Region. TDR:Hypothetical Cases.

Three hypothetical case studies involving three towns in the New York City region are presented. Having previously determined that the success of a transfer of development rights (TDR) system will likely hinge on the marketability of the development rights,an underlying concern of the case studies is the creation of the correct number of development rights. This concern is exhibited in two major areas examined in the studies--the adequate monetary compensation to affected landowners and the municipal service cost implications of development right issuance. As the case studies investigate the feasibility of using TDR in the three towns,an attempt is made to project and predict what may happen in the major areas of examination.
