Urban Homesteading: A Guide for Local Officials

This guide is intended to help local officials who are considering and designing an urban homesteading program for single - family properties consisting of one to four units. The information applies to programs using Federally acquired houses, locally owned properties, or a combination of the two. The urban homesteading concept involves transferring publicly owned, abandoned property to individuals or families in exchange for commitments to repair, occupy, and maintain the property. Among the potential benefits are the restoration of neighborhoods, improvement of housing stock, revitalization of urban communities, and increase in homeownership. An overview of the design and goals of local homesteading programs includes a summary of the requirements for participating in HUD's Urban Homesteading Program. The process of neighborhood selection and companion efforts, such as improving public facilities and expanding considerations involved in identifying properties suitable for homesteading are discussed. Guidelines on the selection of homesteaders cover publicity campaigns, screening, and final matching of selected homesteaders with available properties. Additional guidelines cover the preparation of contracts, the financing of rehabilitation, the supervision of rehabilitation work, administrative components and staffing requirements of a homesteading program, and the process of applying for the homesteading program. Photographs; tables; and an appendix presenting a glossary, list of additional sources of information, directory of HUD area offices, and an index are provided.
