The report describes how Oak Park, a distinct older suburb bordering the black Chicago neighborhood of Austin, has met its challenges of racial and economic change by drawing on a history of public and private identity with Village affairs. Four Village Managers, over a period of 25 years, have provided continuity in the effort to get citizens first to anticipate and then to help manage social change. The citizens of Oak Park have further developed an unusual level of involvement in civic activities.
