NDR Rapid Response System Support Services

The report recommends that the National Driver Register Rapid Response System be implemented using a public packet switched network because of its: high availability, 99%; very short meantime to repair, seconds; simplicity of operation; and moderate costs. This approach provides the government the greatest flexibility during the initial stages of system implementation and growth. A continuing task of the NDR staff should be monitoring the performance composition and cost of the system. At the point at which the design has stabilized and at which the terminal population is adequate a Government-operated system might be implemented. Also presented is an implementation plan depicting the sequencing and dependencies of about sixty major events during the NDR3S system life, Cooperative agreements that must be executed by the federal government and participating States are presented. A privacy and security plan for the NDR3S is also presented.
