This document is a site specific Environmental Impact Statement (EIS) for five candidate sites from the Seaway Group of salt domes located in the Gulf Coast region of southeastern Texas. The primary site for Strategic Petroleum Reserve (SPR) development in this group is an expansion of the Bryan Mound Early Storage Reserve (ESR) facility located in Brazoria County,Texas. The four other candidates are new sites. They are the Nash salt dome in Fort Bend County,Texas,and the Allen, Damon Mound and West Columbia salt domes in Brazoria County,Texas. One of these four sites may be developed as an alternative,or in addition to the expansion of the Bryan Mound ESR facility. This EIS analyzes the environmental impacts which could occur during site preparation and operation of oil storage facilities at each of the five locations.
