The Transition from Public Service Employment to Unsubsidized Jobs in the Private and Public Sector

Based on field study by graduate students at 8 Texas CETA prime sponsors, reports on problems in 1977-78 of efforts to transition public service employment (PSE) program enrollees to unsubsidized jobs. This was a period when the PSE program was being expanded rapidly, so attention was more on buildup than on transitioning participants out of the program. The report identifies barriers to such placement, as well as elements of programs supportive of transition.
