This appendix contains exact texts of 45 speeches delivered at the 1978 White House Conference on Balanced National Growth and Economic Development. The Secretary of Commerce, prominent legislators, corporate executives, labor leaders, governors, academicians, and local government leaders addressed the following topics in the conference's four general sessions: energy, water, environment and growth: limited resources and conflicting objectives; structural unemployment (should we move people to jobs or jobs to people): local fiscal plight, and regional fiscal policy during change. Speeches were given also by cabinet members and a special assistant to the President of the U.S. on growth in rural America, the needs of women, miniorities, urban areas, and the administration's domestic policies. In the final meeting, reports were presented on the issues raised in public forums and discussions conducted in conference workshops. The appendix contains the text of a script for a multimedia presentation that was used during the conference titled 'America Growing, A History of Economic Growth in America.' An index of the speakers is provided.
