Determining the Inland Extent of Hawaii's CZM (Coastal Zone Management) Boundaries

The purpose of this paper is to provide a technical foundation upon which to establish the criteria for determining the state's inland Coastal Zone Management boundaries. First a historical perspective of both the development of the federal and Hawaii state CZM programs and the evolution of the inland boundary issue is presented.
