Deposit and Bounty Systems for Controlling the Discard of Durable Goods and Hazardous Items in Post-Consumer Waste Flows

This report is a study of the use of deposit-refund and bounty systems to help control the flow of durable goods and hazardous items in post-consumer waste flows. Under such systems, the refund or bounty is used to induce individual consumers to conform to a desired waste control practice. This study examines the objectives and effects of deposit-refund and bounty systems and discusses the major design issues that must be resolved in order to implement these systems. Ten different products or product groups are examined with respect to the probable effects of using a deposit-refund or bounty system.
