Potential mechanisms are examined which would enable the Governor of South Carolina to identify, obtain, and use in the most beneficial way the state's science, engineering, and technology resources in formulating public policy. The study identifies past attempts in South Carolina to develop such mechanisms, surveys past and present mechanisms in other states, analyzes the policy-making process in South Carolina, and outlines implementation procedures for some of the candidate mechanisms. One specific candidate mechanism, the South Carolina Energy Research Institute, is examined in detail.
