In view of rapidly increasing demands for radio spectrum space,the FCC supported a study to determine what methods exist for reducing the bandwidth required for broadcast television,which presently uses 6MHz of spectrum space per channel. Several analog and digital television systems are reviewed,with the conclusion that analog systems require less bandwidth than digital for an equivalent quality picture. One analog technique could produce a high quality picture in a 4MHz channel. Another system can place two television programs into each 6MHz channel. The report also reveals that the present 6MHz system is able to provide a higher quality picture than what is now generally viewed. The technical presentation is preceded by a summary of the findings and their implications. This section concludes that the large investment by the public in television receivers using the present system and the probable higher cost of new equipment are constraining the implementation of television bandwidth reduction techniques.
