Pursuant to section 1905(a)(4)(C) of the Act, States are required to furnish family planning services and supplies to individuals of childbearing age who are eligible under the State plan and desire such services and supplies. Section 1903(a)(5) of the Act and Federal regulations (42 CFR Section 433.10(c)(1)) authorize Federal reimbursement for family planning services at an enhanced Federal medical assistance percentage of 90 percent (90-percent rate). Family planning services prevent or delay pregnancy or otherwise control family size In Oregon, the Oregon Health Authority (State agency) administers the Medicaid program. The State agency provides Medicaid family planning services under the Oregon Health Plan and the Family Planning Expansion Project (Expansion Project). This report focuses on family planning services provided under the Expansion Project. Another report (A-09-10-02043) focused on family planning services provided under the Oregon Health Plan.
