Decision Analytic Tools in Regional Health Planning: Final Report, Part I

This research, carried out in collaboration with the San Francisco Bay Area Comprehensive Health Planning Council, studied the existing decision-making process in a health planning agency and explored the methodology of decision analysis as applied or potentially applicable to health planning. The methodological focus of the project has been decision analysis, a broad framework for structuring and analyzing decisions (the allocation of resources). Decision analysis is a blend of systems analysis (for structuring problems and determing alternative solutions) and decision theory (which stresses the attitude of the decision maker toward risk-taking in an uncertain, probabilistic environment). The methodology has been successful in a wide variety of non-health-related areas and is increasingly being tested in health-related applications.
