摘要

The purpose of this project was to compare and evaluate the programs for the community care of the developmentally disabled in five states--California, Connecticut, Minnesota, Georgia, and Pennsylvania. The data were evaluated on the basis of eight key elements in the development of a community based care system for the developmentally disabled: (1) system organization; (2) services coordination; (3) monitoring and evaluation; (4) needs assessment; (5) resource inventory; (6) planning and priority setting; (7) coordinated funding; and (8) resource development. Important findings were: (1) There appeared to be a tendency to form 'MR' ghettos in the community; (2) Most states did not make adequate provision for the start up costs of community residential facilities; (3) There were few state efforts to monitor or evaluate the effect of deinstitutionalization.
