The National Advisory Committee on Oceans and Atmosphere (NACOA) recommends the establishment of a department of oceans and atmosphere to help the Nation realize the potential of the oceans and the atmosphere for economic and social benefit. It urges that the Federal Government evaluate NACOA's proposal prior to reaching a decision on the proposal by the President's Reorganization Project (PRP) to commit the Nation to a Department of Natural Resources (DNR).
