摘要

The paper reviews the literature on the question of the fiscal consequences of changes in a city's economic base by discussing first, in conceptual terms, the relationship between a city's economic and fiscal base. The next two sections then review those studies which deal with the fiscal consequences of economic base changes. The final section before the list of research needs discusses some of the considerations which should be taken into account in assessing the fiscal implications of different development strategies and programs.
