The report assesses the reliability of the NAPIS system and makes recommendations for improving the system. Overall, the NAPIS system was found to be basically reliable. Several questions on the forms resulted in low reliability and it was determined that the problems result from ambiguity or lack of definition. Other problems found were difficulty recall by clients and for several questions the refusal by the client to answer the question. Vol. 1, The Short Final Report, summarizes the background, objectives, and operations of the project and presents the conclusions and recommendations.
