This 4-volume study discusses the European SSFC system and the relative merits of the alternative approaches to self-service with respect to their application in the United States. Volume IV summarizes the legal issues of self-service operations in the U.S. transit environment; it also addresses labor, economic, liability, and accessibility issues of self-service in U.S. applications.
