The United States has enacted many programs in health in collaboration with state governments. But considerable conflict, waste, and overload occur. The situation might be even more difficult if the national government devolves more domestic programs on the states, as some propose. The research examines how two other major federal countries--Canada and West Germany--manage relations between national and provincial governments. Methods of making decisions and monitoring the implementation of programs through joint national-provincial conferences were studied in all three countries.
