Development Indicators for Substate Planning and Development Districts of the Northeast

Five unidimensional scales measuring the institutional features of the 300 counties and 94 substate planning and development districts in the Northeast were factor analyzed with a series of aggregate measures to produce component indices of three dimensions of development: economic resources, equality, and institutional differentiation. Maps of the 94 districts show the patterns of distribution of each dimension for 1950, 1960, and 1970. Distribution patterns change over time, indicating a dynamic interrelationship of development dimensions. The importance of including the structural dimension in planning and evaluating development programs is illustrated.
