Ohio's State Science, Engineering, and Technology (SSET) Program is designed to identify and analyze potentially useful ways in which state and local governments can increase their capabilities for using science, engineering, and technology to meet the needs of their citizens. Five tasks were performed by the Ohio Academy of Science: identification of major issues involving science and technology components; identification of science and technology resources which could help priority issues; development of strategies to bring issues and resources together; a review of the decisionmaking process; and recommendation of the mechanism(s) to utilize science and technology resources. The Academy recommends establishment of a five-part mechanism to assist the executive branch of the State government in the systematic, comprehensive and ongoing use of Ohio's science, engineering, and technology resources in the State's policy making process. The mechanism comprises a Resource Coordinator, an Agency Resource Advisory Group, a Council to provide direction, an Annual Science and Government Assembly, and the Ohio Academy of Science which assists agencies in establishing advisory groups. The study recommends also that science and technology resources be used most appropriately at the sub-council level.
