Comparability for UHF Television: A Preliminary Analysis.

Part I of the report examines the evolution of television channel selectors on television receivers and their relevance to viewing habits. Channel selectors currently in use and their costs and technological capabilities are discussed,as well as current Commission regulations concerning acceptable types of channel selectors. Part II analyzes the UHF picture quality handicap. Signal behavior from the transmission system to the receiving system is examined. Poor picture quality occurring as a result of the interrelationships between television transmitters,receivers,and antenna systems is also discussed as well as the potential for improvements as a results of changes to one/or a combination of those components. Chapter 6presents some comparisons of UHF and VHF area and population coverage,and indicates the predicted changes likely to result form possible improvements to the UHF service. Chapter 7states that UHF signal strength differences are a result of economic decisions,not just a result of purely technological limits. Chapter 8reviews policy options and issues.
