摘要

This is a report to inform local governments,legislators,Community Action Agencies,Community Development Corporations,and other community organizations of the importance of hydropower as a method to alleviate the impact of high energy prices on low-income persons. The potential of small hydro development is discussed as well as suggestions for communities to begin the process of feasibility assessment.
