Examination of the Federal Targeted Job Tax Credit for Employers Hiring Disadvantaged Ex-Convicts and Ex-Felons

The report reviews the preliminary steps taken to implement the Targeted Jobs Tax Credit (TJTC) for employers hiring eligible ex-convicts and ex-felons and to develop guidelines for an impact evaluation. Additionally, estimates were made as to the numbers of eligible ex-felons potentially using the tax credit.
