The objective of this study is to determine the extent of employer-created barriers to the employment of persons with records of arrest or conviction. The study examines, synthesizes, and evaluates the findings of nearly 70 studies on the employment of persons with records of arrest or conviction. Some limited original data collection was done to supplement the literature review. The studies reviewed suggest that a small proportion of all private employers have relative unyielding barriers to employing all or a significant proportion of all offenders. A similarly small proportion of private employers do not consider criminal record information relevant to employment decisions. A majority of public sector employers present unyielding barriers to offender employment. Use of records of arrest-only continues for both types of employers. 'Credentialing' is not thought to be as significant for public employers as it is for private employers--these being primarily secondary labor market employers.
