Management and Enforcement of Fire Codes

This is one of several Information Bulletins about the fire code management and enforcement problem. It provides an overview of current issues, reviews principal research in progress, assists the Urban Consortium for Technology Initiatives to make better use of recent innovations, and to determine what further action is needed. It identifies the need for development of an organized approach which would (1) allow for the revision of building and fire codes, (2) coincide with fire prevention and suppression needs, and, (3) reorganize the potential of new technologies for improving fire safety. Also discussed is the lack of coordination among the several departments who are responsible for code management and enforcement, and among the officials of these departments, particularly the Fire Marshal and the Building Inspector. Solutions are proposed, along with possible constraints which could inhibit progress. Included are brief descriptions of the current activities of various national, state, local, and private groups; a list of contacts and organizations involved; a discussion of suggested areas for involvement of the Fire Safety and Disaster Preparedness Task Force; and a selected bibliography.
