The Petroleum Shortage Response Program: Phase II is a suggested course of action to be undertaken by the State of Illinois operating through the Illinois Institute of Natural Resources in the event of a fuel shortfall of up to 25 percent lasting for a period of more than six months to bring fuel supply in line with fuel demand.
