During 1978-1979, the U.S. Office of Personnel Management undertook a training evaluation demonstration project in order to show how evaluation techniques could be applied to different types of training courses and in different organizational settings. Six Federal agency training efforts were the subjects of the demonstration study. Case Study 2 looked at a course on radiological health for radionuclide users given by the National Institutes for Health (NIH). This nine-day course helps meet Nuclear Regulatory Commission requirements. The objectives of the evaluation were to determine: (1) the adequacy and congruence of the course process (sequence, instructional strategies, etc.); (2) participants' perceived value of the course; (3) participants' degree of learning; (4) perceived change in behavior as a result of the course; (5) the costs of the course. Measures were taken during one course session, as well as six months after the completion of an earlier comparable course session. Methods used to gather data included in-class observations, daily critiques filled out by participants, comparison of pre- and post-test results, and participant interviews six months after they had completed the course. The case study includes descriptions of the evaluation design, results, and conclusions, along with copies of instruments used.
