Report of the Conference on Synthetic Fuels Held on October 3-4, 1979

This is a report of a Conference on Synthetic Fuels convened to explore the scientific, technical, economic, and environmental issues central to governmental decisions on planning and implementing a national program of the scale recommended by the Carter Administration. Three working forums are reported on. The Forum on Mobilization of the Scientific and Technical Effort was to explore alternative mechanisms for mobilizing the scientific, technical, and economic resources of the nation to evaluate and achieve the goals of the program. Its principal considerations were to be on the problem of facilitating interactions among the parties that will participate - government, industry, labor, academia, and other interested groups such as progressional, civic, environmental, and public interest organizations. The Forum on Process and Impacts was to identify methods for determining the base of knowledge that exists regarding the technologies and their impacts and to assess the technologies that are most likely to contribute to achieving the goals of the program. The Forum on Research and Development was to identify critical areas in which research and development are needed to improve currently available processes, to accelerate implementation, and to explore and develop new processes to meet future needs.
