The report gives the results of a study by Task Force II which investigated appropriate programs of the EPA, HUD, Department of Commerce, Department of Agriculture and proposed modifications which would encourage water conservation in grant and loan programs for water supply and wastewater treatment as directed by the President in his Water Policy Message to Congress on June 6, 1978.
