Report of the Training Evaluation Demonstration Project. Case Study 3: An Evaluation of a Technical Course on Electronic Photocomposition Keyboard Techniques Presented at the Government Printing Office

During 1978-1979, the U.S. Office of Personnel Management undertook a training evaluation demonstration project in order to show how evaluation techniques could be applied to different types of training courses and in different organizational settings. Six Federal agency training efforts were the subjects of the demonstration study. Case Study 3 looked at a contracted photocomposition course for keyboard operators at the Government Printing Office, Electronic Photocomposition Division (EPD). The course used was the Malt Audio-Visual Instructional System (MAVIS); its objectives were to increase typing speed from 15 percent to 40 percent on an average across the group; decrease errors 50 percent on an average across the group; and decrease the fatigue that comes from typing all day. The objectives for the evaluation of the course were to: (1) measure whether or not the training accomplished its objectives; (2) measure the economic impact of the training; and (3) recommend improvement for the training process. Pre-training and post-training production and accuracy measures were taken, trainee and control group behavior was observed, and trainee perceptions were solicited. The case study includes descriptions of the evaluation design, results, and conclusions, along with copies of instruments used and the methodology for calculating the cost-value analysis of the program.
