Youth and the Local Employment Agenda. An Analysis of Prime Sponsor Experience Implementing the Youth Employment and Demonstration Projects Act

The document is the fourth and last report in a series on how Comprehensive Employment and Training Act (CETA) prime sponsors conducted two programs under the Youth Employment and Demonstration Projects Act (YEDPA) of 1977, specifically the Youth Community Conservation and Improvement Projects (YCCIP) and Youth Employment and Training Program (YETP). The report focuses on five principal operational objectives: (1) induce change in institutional relationships; (2) upgrade employment and training services offered by prime sponsors; (3) service youth most in need; (4) give youth a voice in program planning and administration; and (5) encourage sponsors to test innovative programs and evaluate program results.
